Municipal Public Engineering Construction General Contracting Qualification Standards Level Three Qualification Standards

The net assets of the enterprise are more than 10 million yuan.

 Key personnel of the company

  (1) There shall be no less than 5 registered construction engineers specializing in municipal public works.

  (2) The technical person in charge shall have more than 5 years of experience in engineering construction technical management, and shall have an intermediate or above professional title in municipal engineering related majors64 or a registered construction engineer qualification for municipal public works; there shall be no less than 8 persons with intermediate or above professional titles in municipal engineering related majors.

  (3) There should be no less than 15 construction site management personnel holding job certificates, and there should be complete construction personnel, quality personnel, safety personnel, mechanics, cost personnel, labor personnel, etc.

(4) There should be no less than 30 skilled workers at intermediate level or above who have passed the assessment or training.

  (5) The technical person in charge (or registered construction engineer) has presided over no less than 2 projects that have completed the requirements of Level 2 or above for this category of qualifications.

 Level 3 qualifications in the scope of contracting projects can undertake the construction of the following municipal public projects:

 (1) Urban road projects (excluding expressways); urban bridge projects with a single span of less than 25 meters; (2) Water supply plants with less than 80,000 tons/day; sewage treatment projects with less than 60,000 tons/day; water supply pump stations with less than 100,000 tons/day, sewage pump stations and rainwater pump stations with less than 100,000 tons/day, water supply pipelines with a diameter of less than 1 meter; sewage and gray water pipes with a diameter of less than 1.5 meters; (3) medium-pressure and low-pressure gas pipelines with a diameter of less than 2 kg/cm2, Pressure regulating station; thermal engineering with a heating area of less than 500,000 square meters, thermal pipelines with a diameter of less than 0.2 meters; (4) urban domestic waste treatment projects with a single contract value of less than 25 million yuan; (5) underground transportation projects with a single contract value of less than 20 million yuan (excluding rail transit projects); (6) hard paving of city squares and ground parking lots with a size of less than 5,000 square meters; (7) municipal comprehensive projects with a single contract value of less than 25 million yuan.

 Note:

　　1. Municipal public works include water supply projects, drainage projects, gas projects, thermal projects, road projects, bridge projects, urban tunnel projects (including mountain-crossing river tunnels, subway tunnels, underground traffic projects, and underground street crossings in urban planning areas), public transportation projects, rail transit projects, environmental sanitation projects, lighting projects, and greening projects.

  2. Comprehensive municipal projects refer to any two or more types of projects including urban roads and bridges, water supply, drainage, gray water, gas, heat, electricity, communications, lighting, etc.

  3. Professional titles related to municipal engineering include professional titles in roads and bridges, water supply and drainage, structure, mechanical and electrical, gas, etc.

Municipal Public Engineering Construction General Contracting Qualification Standards Secondary Qualification Standards

The net assets of the enterprise are more than 40 million yuan.  

 Key personnel of the company

  (1) There shall be no less than 12 registered construction engineers specialized in municipal public works.

(2) The technical person in charge has more than 8 years of experience in engineering construction technology management, and has a senior professional title in municipal engineering related majors or a first-class registered construction engineer qualification for municipal public works; there are no less than 15 people with intermediate or above professional titles in municipal engineering related majors, and they have a complete range of majors.

  (3) There should be no less than 30 construction site management personnel holding job certificates, and there should be complete construction personnel, quality personnel, safety personnel, mechanics, cost personnel, labor personnel, etc.

  (4) There shall be no less than 75 skilled workers at intermediate level or above who have passed the assessment or training.

The company's engineering performance has undertaken the construction of 4 of the following 7 categories of projects in the past 10 years, among which at least there are projects listed in Category 1, and the quality of the projects is qualified.

  (1) The cumulative construction of urban roads exceeds 10 kilometers; or the cumulative construction area of urban roads exceeds 500,000 square meters;

  (2) A cumulative urban bridge area of more than 50,000 square meters has been built; or 2 urban bridges with a single span of more than 20 meters have been built;

(3) The cumulative construction of drainage pipeline projects is more than 10 kilometers; or the cumulative construction of water supply and gray water pipeline projects is more than 10 kilometers; or the cumulative construction of gas pipeline projects is more than 10 kilometers; or the cumulative construction of thermal pipeline projects is more than 10 kilometers;

  (4) Build two sewage treatment plants with a capacity of more than 40,000 tons/day or water supply plants with a capacity of more than 50,000 tons/day; or build four water supply pumping stations and drainage pumping stations with a capacity of more than 50,000 tons/day;

  (5) Build 2 municipal solid waste treatment projects with a capacity of more than 200 tons/day;

  (6) A total of more than 1.5 kilometers of urban tunnel projects have been built;

  (7) Two municipal comprehensive engineering projects with a single contract value of more than 20 million yuan.

 Scope of contracted project

Level 2 qualifications can undertake the construction of the following municipal public projects:

 (1) Various types of urban roads; urban bridges with a single span of less than 45 meters; (2) Water supply projects with less than 150,000 tons/day; sewage treatment projects with less than 100,000 tons/day; water supply pumping stations with less than 250,000 tons/day, sewage pumping stations and rainwater pumping stations with less than 150,000 tons/day; various water supply, drainage and gray water pipeline projects; (3) Gas pipelines with medium pressure and less , pressure regulating station; thermal engineering and various thermal pipeline projects with a heating area of less than 1.5 million square meters; (4) various urban domestic waste treatment projects; (5) tunnel projects and underground traffic projects with a cross-section of less than 25 square meters; (6) hard paving of various city squares and ground parking lots; (7) municipal comprehensive projects with a single contract value of less than 40 million yuan.

Municipal Public Engineering Construction General Contracting Qualification Standards First-Class Qualification Standards

 Main personnel of the enterprise (1) No less than 12 first-class registered construction engineers specializing in municipal public works.

   (2) The technical person in charge has more than 10 years of experience in engineering construction technology management, and has a senior professional title in municipal engineering related majors; there are no less than 30 people with intermediate or above professional titles in municipal engineering related majors, and they have a complete range of majors

  (3) There should be no less than 50 construction site management personnel holding job certificates, and there should be complete construction personnel, quality personnel, safety personnel, mechanics, cost personnel, labor personnel, etc.

  (4) There shall be no less than 150 skilled workers at intermediate level or above who have passed the assessment or training.

 The company's engineering performance has undertaken the construction of 4 of the following 7 categories of projects in the past 10 years, among which at least there are projects listed in Category 1, and the quality of the projects is qualified.

  (1) A cumulative construction of more than 25 kilometers of urban main roads; or a cumulative construction of more than 1.5 million square meters of urban secondary roads and above; or a cumulative construction of more than 100,000 square meters of urban square hard pavement area;

  (2) A cumulative urban bridge area of more than 100,000 square meters has been built; or a total of 3 urban bridges with a single span of more than 40 meters have been built;

(3) A total of more than 20 kilometers of drainage pipelines with a diameter of more than 1 meter (including ditches with a clear width of more than 1 meter) have been built; or a total of more than 20 kilometers of water supply and gray water pipelines with a diameter of more than 0.6 meters; or a total of more than 20 kilometers of medium-pressure gas pipeline projects with a diameter of more than 0.3 meters; or a total of more than 20 kilometers of thermal pipeline projects with a diameter of more than 0.5 meters;

  (4) Build 2 sewage treatment plants with a capacity of over 80,000 tons/day or water supply plants with a capacity of over 100,000 tons/day; or build 4 water supply pump stations with a capacity of over 200,000 tons/day and drainage pump stations with a capacity of over 100,000 tons/day;

  (5) Build 2 municipal solid waste treatment projects with a capacity of more than 500 tons/day;

  (6) A total of more than 3 kilometers of urban tunnel projects with a cross-section of more than 20 square meters have been built;

  (7) Two municipal comprehensive engineering projects with a single contract value of more than 30 million yuan.

 Technical equipment has 2 of the following 3 items of mechanical equipment:

  (1) 2 pieces of asphalt concrete paving equipment with a paving width of more than 8 meters;

  (2) 2 graders with a capacity of more than 100 kilowatts;

  (3) 2 sets of pipe jacking equipment with a diameter of 1.2 meters or more.

 Scope of contracted project

Level 1 qualifications can undertake the construction of various municipal public projects.
