Which companies must apply for safety production licenses?

Article 2 of the State Council Order No. 397 "Regulations on Production Safety Licenses" stipulates that "the state implements a production safety licensing system for mining enterprises, construction enterprises and enterprises that produce hazardous chemicals, fireworks and firecrackers, and civilian explosive equipment." If they fall within the scope of the above-mentioned enterprises, they must apply for a production safety license.
